Overview
The following 14 galleries represent Mona Serageldin’s 35mm film slide collection on participatory budgeting and urban upgrading, as arranged in slide case M28, “Latin American,” and consists of color photographs of city contexts across Brazil.
This selection of photographs documents strategic planning programs for local municipal officials across Brazil, participatory budgeting initiatives for upgrading projects, and the rehabilitation of informal settlements. The galleries include views of meetings with local officials and community development teams, informal settlements and new housing developments, and examples of public facilities improvement initiatives.
Galleries 1, 6, and 14 cover cities in northern and northeast Brazil in the states of Ceará, Pará, and Pernambuco.
Galleries 2-5, 7, and 10 cover cities in the southeast in the states of Minas Gerais, Rio de Janeiro, and São Paulo.
Galleries 9, 11-13, and 15 cover cities in the southern states of Santa Catarina and Rio Grande do Sul.
Gallery 8 covers the capital city in the Federal District of Brazil in the central-west region.

Photographs document general views of the city downtown (as well as some of São Paulo city), surrounding ecological zones and industrial zones, aerial views of various urban and natural landscapes, and examples of participatory budgeting for the city. These latter include a public open space project and a women’s training center. Views of these include portraits of meetings with community members, playground areas, and interiors of the training center.
