“Szczecin Local Initiative Program,” Urban Improvement Intervention Strategy, for the USAID Regional Housing and Urban Development Office, Szczecin, Poland, 1999

Abstract

The USAID Regional Housing and Urban Development Office (RHUDO) sponsored a 1999 project addressing the Szczecin Local Initiatives Program for Szczecin, Poland. The program sought to develop a supportive framework linking neighborhood revitalization and economic development. The contract involved funding partnerships between residents, the private sector, and non-governmental organizations (NGOs).

Team members, led by John Driscoll and Mona Serageldin, worked towards the development of local initiative programs with community-based organizations in Szczecin, Poland. The project also tapped a network of local universities, foundations, civic institutions and other non-profit organizations to improve the physical and social conditions in lower-income neighborhoods in Poland.

Workshops on “Strategic Planning and Management of Municipal Infrastructure Programs,” from Review of Grant-Funded MIPs in South Africa, May-June 1999

Abstract

The Unit for Housing and Urbanization at Harvard University’s Graduate School of Design developed two workshops in 1999 on “Strategic Planning and Management of Municipal Infrastructure Programs.” Workshop materials built off original in-depth research and a previous report by the Unit, “Review of South African Governments Grant Funded Municipal Infrastructure Programs” (Project ID: 1998_08_001) from 1998-1999. Workshop One was held on May 19-21, 1999, and Workshop Two was held on July 28-30, 1999.

Documents include a copy of the full report on Municipal Infrastructure Programs (MIPs) in South Africa, an outline on Performance Indicators, a presentation on MIPs, program overviews, and detailed schedules for the two workshops.

“Housing Microfinance Initiatives,” Case Study for USAID Microenterprise Best Practices Initiative, 1999-2000

Abstract

Team members at the Unit for Housing and Urbanization (later the Center for Urban Development Studies) at Harvard University’s Graduate School of Design worked on the “Housing Microfinance Initiative” case study from 1999 to 2000, accompanying USAID’s Microenterprise Best Practices effort. The Unit produced reports to highlight the achievements of housing micro-finance initiatives around the world. Findings noted the challenges facing the extension of microcredit to poor households for funding shelter construction and improvements, land acquisition, and infrastructure provisions. Geographic regions covered include South Asia, Southeast Asia, Latin America, and Sub-Saharan Africa.

Documents include a final report, a 1998 draft background report on Guatemala, an inception brief, multiple summary and synthesis reports, supporting overviews, and case studies with photos. Regional overviews address the broad geographic areas noted above.

“Preserving the Historic Urban Fabric in a Context of Fast Paced Change,” Research Essay by Mona Serageldin, 1998

Abstract

In this 1998 essay, Mona Serageldin responded to the Getty Conservation Institute’s “Agora Values and Benefits Inquiry” by examining the challenges of preserving historic centers in societies experiencing fast-paced political, economic, or demographic change. Documents include the 1998 report and a draft report with reference list. Contributing authors included Sameh Wahba.

Serageldin’s 1998 essay laid the grounded for the Institute’s ongoing directives from the late 1990s onwards. Her research drew clear links between the need to bolster urban populations during politically challenging periods and the need to protect historic cultural and architectural districts during times of unpredictable change. This dual approach attempted to navigate a cross-disciplinary approach to solving these issues, offering in-depth social and economic analyses. This perspective continues to be relevant in the present global environments, where the stressors of climate change and migratory upheaval necessitate complex planning to preserve valuable urban spaces.

This essay looks at cultural heritage from the viewpoint of addressing the challenge of preserving historic centers in societies experiencing fast paced change. This situation is commonly encountered in newly independent states, countries undergoing economic restructuring and nations charting a course through difficult political transition. The cultural heritage contained in the historic cores of urban settlements is subjected to the interplay of two major forces:

1. The dynamics of development and transformation as they affect population movements and real estate markets.

2. The perceptual and practical links between people and their architectural and cultural
heritage.


Rapid economic and institutional transformation subjects the built environment to varying degrees of strain which expose cultural heritage to risk. Concepts of preservation transferred from countries enjoying prolonged stability and growth often prove to be unaffordable and ineffective in preventing the onset of decay in historic cores. National development policies focused on economic issues do not adequately support conservation objectives and may even clash with them while the dynamics of real estate markets reinforce disparities in valuation between the old and the new. They create situations where the value of the land in accessible sites is depressed by the historic buildings standing on it because of their condition or use.”

Appreciation of the built environment is partially conditioned by participation in the network of interlinked organizations underlying the social order: family and kin groups, ethnic, religious and political associations and even occupation and business interests. Rapid transformation causes strains and dislocations in these structures. Restructuring of production opens new fields and opportunities to acquire status and wealth independently of old systems. Reshaping the institutional and legal frameworks within which new and surviving organizations have to function creates new channels for upward mobility as well as new symbols of achievement and status. The mechanisms of self improvement and the experience of personal fulfillment are more or less profoundly altered.”

Fierce competition, unavoidable interdependence, fast paced technological change, widening income disparities and environmental degradation are creating new challenges that urban development strategies must address.”

“Concepts and methods of strategic planning as a framework for participation, decision making and resource allocation will be examined focusing on the complementary roles of public and private actors in planning, financing and managing urban development activities in different economic, institutional and cultural settings. Case studies will illustrate proactive strategies to promote urban development, regenerate functionally obsolete areas and revitalized marginalized neighborhoods.

The seminar will examine the expanding scope of public/private partnerships and discuss the changing role of public agencies, private investors, NGOs and community based organizations in the rehabilitation of the built environment and the provision of housing and urban services. Reuse Plans for Boston’s Navy Yards and Military Bases: “Balanced Growth Reuse Strategies for Military Base Conversions,” Boston, United States, 1993-1996

Abstract

Between 1993 and 2008, the Unit for Housing and Urbanization (the Unit, later I2UD) compiled three urban planning reports for the reuse of decommissioned military bases and historic navy shipyards in Boston and other areas of Massachusetts in the United States.

The first report, “Balanced Growth Reuse Strategies for Military Base Conversions” (1993), was a Technical Assistance and Research and Evaluation led by François Vigier, from the Unit, and Victor W. Karen, from the City of Boston’s planning agency. The undertaking was sponsored by the U.S. Department of Commerce Economic Development Administration (EDA). The EDA in turn supported the Office of Economic Adjustment (OEA) to assist communities through the military base decommissioning process and transition to civilian life.

The report presented urban planning approaches to harness the potential social and economic reuse of U.S. military bases scheduled for closure. Forts included:

  • Fort Devens, MA, an army base in a rural setting (c. 1996);
  • Charleston Navy Yard, SC, a navy facility in an urban setting; and
  • Lowry Air Force Base, CO, an air force installation in a suburban setting.

Local professionals were consulted for the study, including leading educators and urban planning experts in the Boston area from the mid-1990s, including Robert W. Rush, James English, Paul Van Dien Davis, William Poorvu, and Alan Altshuler.

The second report, “Reuse Strategies for Military Base Conversions ” (1996), was authored by the Unit team, led by Vigier and Edward Robbins (Lecturer in Urban Design). Documents include an Executive Report, a Summary Report, and Main report. The strategy addressed four points of value in the specific case of Boston’s base zones: historic value, regional economic trends, investment for economic growth, and the centralization of a community input process in the formulation of a closure strategy for Boston’s bases. Overall, this pair of reports are excellent models of the Unit’s early style of professional urban planning.

The third report, “A Case Study of Fort Devens: The Transition to Civilian Use” (2008), authored by I2UD research associate Erick Guerra, expanded on the previous reports and provided an updated examination of the reuse plans for the former military base in rural Massachusetts, highlighting the cooperation as well as competing interests amongst stakeholders at the local, state, and federal levels in converting the land to civilian use.

Habitat II Conference Research Papers: “Cities of the Global South” – “Leadership and Best Practices”- “Tenure Rights and Development Control,” Istanbul, Turkey, June 1996

Abstract

In June 1996, Mona Serageldin, representing the Unit for Housing and Urbanization (the Unit) at Harvard University’s Graduate School of Design, presented research papers for the United Nation’s Habitat II Conference in Istanbul, Turkey. “City of Szczecin Capital Improvement Program,” Case Studies for Technical Assistance Program, Szczecin, Poland, 1996

Abstract

In 1996, the Unit for Housing and Urbanization at Harvard University’s Graduate School of Design collaborated with the Local Economic Professionals Association (Szczecin, Poland) to prepare capital improvement program for the city of Szczecin, Poland.

The program emphasized linking land management strategies to the provision and financing of infrastructure. The development of public/private partnership identified in the strategy documents included methods of packaging projects in order to build rehabilitation and neighborhood improvements.

This technical assistance project was later used to prepare a teaching case for an Executive Seminar on Urban Planning and Local Economic Development taught in Iasi, Romania on March 20-23, 2001, organized by the Unit in association with the Research Triangle Institute, and as part of the USAID Local Government Assistance Program. Documents include case studies and 5 tables containing detailed outlines of strategic goals.

Supportive Policies and Strategies: A series of strategy documents within key development sectors were produced and used as a guide for the development of the capital investment plan. These include:

  • A renovation strategy for commercial and residential buildings in city center;
  • A housing policy for the entire city.
  • Master Plan for central heating;
  • Master Plan for waste management;
  • Master Plan for water supply and sewage management.

“Other reports and studies pertaining to the Capital Investment Program (CIP) included transport studies for Szczecin and an analysis of the city’s regional and macro-regional functions and responsibilities. The reports have generated a valuable database outlining the range of investment requirements in individual sectors. These reports also formed the basis for a more extensive review of the Conditions and Directions Of Urban Planning for The City of Szczecin and a City Development Strategy.

“These reports identified investment priorities that would promote balanced development for the city. The most important of them will be the specifications of investment projects graded according to their priority. Together, these Strategies and Master Plans provide analysis of effective sectoral management methods for the city.”

“Revitalization of the Old Town of Vilnius,” Management Strategy for Vilnius Old Town, Lithuania, 1995

Abstract

In September 1995, the Unit for Housing and Urbanization at Harvard University’s Graduate School of Design authored an urban development plan and management strategy for the “Revitalization of the Old Town of Vilnius,” encompassing a technical planning strategy designed for revitalization efforts in the Old Town of Vilnius, Lithuania.

The technical proposal included plans for identifying a strategic plan, analysis of the sustainable economic factors of the Old Town, solutions for attracting private investment and encouraging economic activities, and the development of legal frameworks for prospective revitalization strategies.

Abstract

The Unit for Housing and Urbanization at Harvard University’s Graduate School of Design continued their International Training Program (ITP) seminar series in 1995 to aid senior planning officials in improving their decision-making skills. Beginning in 1982, the Unit for Housing and Urbanization at Harvard University’s Graduate School of Design hosted International Training Programs (ITP), an annual series of 2- to 4-week summer seminars designed to strengthen the decision-making skills of senior professionals in public and private agencies responsible for urban development.

The tradition of ITPs continued after 2000, when the Center for Urban Development Studies (CUDS) (a re-organization of the Unit) continued training seminars as International Education Programs (IEP) from 2000-2004:

Programs included inter-linked modules, lectures, case studies, interactive computer simulation models, site visits to urban projects, discussion groups and networking with professional counterparts from international metropolitan regions. Sessions had a modular format and structured team teaching, taught by a team of senior faculty and guest lecturers. Programs ended with a synthesis presented through a project evaluation exercise. Participants used case projects to examine strategies from the viewpoint of both public and private partners — to assess the feasibility and potential impacts of policies and projects on the community and the city. Presentations by guest speakers, representing U.S. and international agencies, NGOs, and community groups, were also integrated within the pedagogic framework of each module.

“Community Based Credit for Housing, Infrastructure, and Microenterprises,” Micro-Finance Housing Shortage Study for Quito, Ecuador, 1995

Abstract

In 1995, the Unit for Housing and Urbanization (the Unit) at Harvard University’s Graduate School of Design researched a micro-finance study on housing shortages in Quito, Ecuador to assess the impact of USAID’s Regional Housing and Urban Development Office for South America (RHUDO/SA) Ecuadorian Credit Program.

The Unit’s research presented solutions for housing shortages in Quito, Ecuador. The study discussed mechanisms for the extension of credit to lower income households through community based credit institutions, including productive housing loans, micro-enterprise loans, infrastructure provisions, and loan refinancing to solve housing shortages in Quito.

Documents are an executive summary and the main report (1995). Supporting documents include a micro-enterprise component from January 1995, a market report by Thomas J. O’Malley “Ecuador’s Secondary Market: Findings Possibilities and Recommendations,” and a summary memo titled “Reaching the Bulk of the Housing Problem with Loans” from Gustavo Riofrío to Mona Serageldin.

“The study reviewed the structure and operations of various institutions involved in housing in Ecuador. The strategic objective was the development of micro finance instruments offering lower income households credit for housing and housing related finance on terms that are affordable, convenient and responsive to their needs.

The purpose of the study was to: 1) Assess the RHUDO’s current credit program as it relates to efficient urban improvement; 2) Assess the feasibility of expanding the Program into the areas of productive housing loans, micro enterprise loans, and infrastructure provision as well as the possibility of refinancing these loans.

Microenterprise Development: The study recommends advocating the concept of a “productive house” used as shelter and as income generator as an integral component of the self improvement strategies of lower income families. It allows them to upgrade their economic conditions as well as their living environment. Home based income generating activities are particularly important in helping women address some of their financial needs. For the working poor, income generation is an integral part of housing development. Investing in the house helps establish and expand home based micro-enterprises. Building on this concept the study focuses of the following components:

– Linking micro-enterprise and home improvement finance through the credit unions.
– Utilizing the same credit channels to lend directly for housing and micro-enterprise development.
– Refinancing portfolios of productive housing loans in order to leverage capital resources

“Best Practices and Local Leadership Programme,” Review of International Urban Development Projects, for the United Nations Centre for Human Settlements (UN-Habitat), 1995

Abstract

In 1995, the Unit for Housing and Urbanization (the Unit) at Harvard University’s Graduate School of Design participated in the “Best Practices and Local Leadership Programme” by the the United Nations Centre for Human Settlements (UN-Habitat).

The Programme highlighted international urban development projects as candidates for the UN’s Best Practices database. Documents addressed human settlement case studies in twelve nations: India, Australia, Austria, Kenya, Egypt, Argentina, Norway, Venezuela, Angola, Greece, Scotland, Philippines, Brazil, Germany, Turkey, and South Africa.

The Unit evaluated 28 city programs following UN-Habitat’s Programme goals:

  1. To develop and maintain a knowledge base on best practices in improving the living environment including their corresponding sources of knowledge, experience and expertise;
  2. To promote the dissemination, sharing and exchange of lessons learned from the above-mentioned best practices and others by and amongst all key groups of actors and stakeholders in the human settlement and development process;
  3. To facilitate the transfer of the knowledge, experience and expertise associated with best practices in improving the living environment through new and improved means of cooperation on a north-north, north-south and south-south basis including decentralized forms of cooperation;
  4. To assist scholars and practitioners in their investigation of innovative approaches to urban development.

In addition to 28 national profiles, documents include a ‘Memorandum of Understanding’ between the Unit and Habitat agency, and Best Practices guidelines for pre-screening cases. See an Excerpt from the Memorandum below.

“The Best Practices Initiative began as a world-wide search for human settlements success stories. An official part of the preparatory process for The City Summit – the second United Nations Conference on Human Settlements (Habitat II) – held in Istanbul, Turkey, in June 1996. Best Practices Initiative generated over 600 submissions from 80 countries by the official deadline. These initiatives are testimonials to human ingenuity in the face of the challenges of an urbanizing world.”

“A two-stage, independent selection process produced a list of 104 Best Practices and highlighted 12 initiatives to receive the Tokyo and Dubai Awards for Excellence in Improving the Living Environment. The twelve Award recipients and many other initiatives were also on display at the Best Practices Exhibition, the largest single-theme exposition ever organised by the United Nations. The enthusiasm and interest generated by the Best Practices Initiative has led to its incorporation as an ongoing programme of UNCHS (Habitat): the Best Practices and Local Leadership Programme (BLP). The BLP will operate as a network of leading capacity-building institutions from around the world. Mandated to support the implementation of the Habitat Agenda – the Global Plan of Action adopted at Habitat II – through the continued sharing and transfer of Best Practices knowledge, experience and expertise, the BLP is launching a second call for submissions, culminating in a second round of Awards for Excellence in Improving the Living Environment in October 1998.”

Abstract

The Urban Design Studio from Spring 1995, “Urban Regeneration and Housing in a Transitional Economy: Lublin, Poland” was a seminar led by Professors Mona Serageldin and David Neilson in the Spring 1994 semester at Unit for Housing and Urbanization (the Unit) at Harvard University’s Graduate School of Design. The 1995 Studio continued a series of studies on urban issues in societies undergoing economic restructuring, institutional transformation, and social change, focusing specifically on Lublin, Poland.

The 1995 topic built off a development strategy written by the Unit in 1994-1996, for the urban environment and housing situation in Lublin. “Lublin Local Initiatives Program” & “Lublin Old Town Rehabilitation Project,” Technical Assistance for Urban Upgrading in Lublin, Poland, 1994-2000

Abstract

Between 1994 and 2000, the Unit for Housing and Urbanization (the Unit) and its successor, the Center for Urban Development Studies (CUDS), at Harvard University’s Graduate School of Design, worked on the Lublin Local Initiatives Program to promote urban development in Lublin, Poland. The program focused on rehabilitation and revitalization in Lublin’s neighborhoods to improve the quality of life by introducing the involvement of citizens in the planning process through participatory and empowerment strategies and the mobilization of local resources.

The Unit/CUDS subcontracted for the consulting firm Planning and Collaborative Development International (PADCO), and USAID/RHUDO Warsaw funded the mission to prepare guidelines for the development of Lublin’s municipal, technical, and managerial capabilities. The project included tenant participation and housing rehabilitation components. This work by the Unit and CUDS earned a Best Practice Award for excellence in improving the living environment at the Habitat II Conference in Istanbul in June 1996.

Documents fall into three main groups:

  • First, the Lublin Neighborhood Partnership Initiative documents (1995), including a Program Review mission, a Final Report, an Organizational Framework and Work Plan, a Strategy and Impact Assessment Impact Table, a paper on “Local Government Finance” by David Jones, and a Summary on “Initiating Neighborhood Partnerships” by Mona Serageldin and Ewa Kipta.
  • Second, a “Lublin Old Town Rehabilitation Project” proposal for the community supported upgrading plans for the historic Old Town region of Lublin, with Summary by Mona Serageldin from July 1996, “Lublin Seminar on City Revitalization: Revitalization of Distressed Urban Neighborhoods.”
  • Finally, a “Program Review Mission Field Report” November 1996 for the Polish cities of Szczecin and Lublin, with a “Lublin Field Report” from January 1997.

CUDS, later becoming I2UD, continued to rework Lublin-related documentation throughout the 2000-2010s for educational case studies or presentations. “Framework for Land Management and Urban Development in a Market Economy,” Mission Report with Case Studies Annexes, for Tirana, Albania, 1994

Abstract

Mona Serageldin and the Unit for Housing and Urbanization at Harvard University’s Graduate School of Design prepared a mission report for Albania in 1994 on building a “Framework for Land Management and Urban Development in a Market Economy,” in collaboration with the International City/County Management Association (ICMA). The report addressed the development of strategies for technical assistance and capacity building in Albania, within the framework of USAID’s Municipal Management/Local Government Program in Eastern Europe. The report focused on land management issues, structure processes for urban planning, and developing the municipal capacity to meet opportunities in a market economy. Serageldin presented these findings and recommendations to the USAID Regional Housing and Urban Development Office (RHUDO).

From 1994 to 1996, the Unit team established an inter-jurisdictional Land Management Task Force and creating the framework and process to undertake a preliminary structure plan for Tirana, Albania. It also coordinated a team of experts providing technical assistance in the areas of infrastructure planning, land regularization, servicing of informal settlements, institutional development and community-based approaches to urban management, and the provision of infrastructure. Training was provided on strategic approaches for the planning and redevelopment of older neighborhoods.

“Samarkand, Uzbekistan: Revitalization and Rehabilitation of the Historic District,” Technical Assistance for the City of Samarkand, Uzbekistan, 1994

Abstract

In 1994, the Unit for Housing and Urbanization implemented an urban revitalization strategy for the rehabilitation of the historic urban fabric in Samarkand, Uzbekistan. Through the Technical Assistance project the Unit aimed to assist local government authorities to adopt improvement strategies. The Unit worked with local public officials, practitioners, and Mahalla leaders to establish an institutional framework for local revitalization and rehabilitation initiatives within the city’s Ghur Emir historic district. Documents include the Full Report, “Institutional Framework to Foster Revitalization and Local Rehabilitation Initiatives,” as well as color maps and color photographs.

“This report presents the findings of a mission to Samarkand undertaken by Mona Serageldin adjunct professor of Urban Planning and Associate Director of the Unit for Housing and Urbanization at Harvard University Graduate School of Design in June 15-22, 1996. The Mission was sponsored by the Aga Khan Trust of Culture, Historic Cities Support Program, for the purpose of assisting the government authorities in Samarkand and the AKTC in establishing an institutional framework to foster revitalization and local rehabilitation initiatives in the city’s Historic District. Design Studio 1994: “A New Urban Center for Adjamé, Abidjan, Ivory Coast,” Seminar Curriculum

Abstract

Professors François Vigier and Mona Serageldin led the Spring 1994 Design Studio, an annual seminar hosted by the Unit for Housing and Urbanization at Harvard University’s Graduate School of Design. The topic that year focused on urban development in Abidjan, Côte d’Ivoire (Ivory Coast).

The document, “Designing for Urban Growth: Abidjan, Côte d’Ivoire” (January 1994), discussed the housing compound profiles, land allocation, household demographics, and design conditions of Abidjan’s housing regions. The report details designs for dealing with environmental impacts such as organic and industrial effluents, solutions for reducing public subsidies for housing, reforms the housing production, and, in particular, suggestions for readdressing the respective responsibilities of the public and private sectors.

“The Use of Land and Infrastructure in the Self-Improvement Strategies of Urban Lower Income Families,” Paper by Mona Serageldin, UN-Habitat Fourteenth Commission Report, May 1993

Abstract

A landmark paper by Mona Serageldin, “The Use of Land and Infrastructure in the Self-Improvement Strategies of Urban Lower Income Families,” was included in the the Fourteenth Commission UNCHS/Habitat Report and presented to the Commission in Nairobi, Kenya in May 1993.

This work presented the self-improvement strategies of families dealing with challenging living conditions as an “intricate and dynamic” part of urban development, conditions which planners should respect. Serageldin’s report drew on her long history of research on urban development in cities globally, using short narrative examples and photos to illustrate specific households in: Abidjan, Amman, Cairo, Jakarta, Karachi, Kinshasa, Quito, Mexico City, Rabat, Surabaya, Tunis, and Boston. The report was sponsored by USAID’s Family and Development Program and Office of Housing and Urban Programs.

Keeping Families Together: Dr. Serageldin’s longitudinal research in Cairo illustrated the importance of a house as an asset that keeps families together. Vertical expansion of buildings provides space which can be used to house less fortunate family members, such as the elderly, at advantageous terms to all parties. In one case, the rental income saved by a widowed mother living on a relative’s top floor was spent on her children’s school fees while the income generated by this family member from a ground floor shop covered the family’s living expenses.”

“Technical Assistance for Gdansk Technical University Faculty of Architecture,”Curriculum Development, Gdansk, Poland, 1992

Abstract

In January 1992, the Unit for Housing and Urbanization at Harvard University’s Graduate School of Design developed short experimental courses to meet three main objectives in providing technical assistance to faculty at Gdansk Technical University in Poland. Strategy objectives covered included:

  1. Development economics and project feasibility analysis;
  2. Real estate economics and appraisals; and
  3. A development strategy for the Old City of Gdansk.

Abstract

The Design Studio from Spring 1993, “Rabat’s Urban Fringe,” was led by Professors François Vigier and Mona Serageldin. The seminar focused on informal housing and the fringe region around the old city sections of Rabat, Morocco.

The seminar report includes the following five chapters on urban development in Rabat, Morocco, circa 1992:

  4. Rabat-Salé: The Capital City, and
  5. The Southern Fringe of Rabat

Section 5 on the Southern Fringe contains an expansive study of squatter settlements, historic regions, and upgrading in Rabat, with details on squatter regions and upgrading activity zones, including an analysis of the social and economic impact of housing projects underway. A final section (5.5) details case studies of Doum and informal housing in Takadoum and La Butte.

Design Studio 1992: “Cairo and the Medieval City” and “Urban Regeneration in Medieval Cairo,” in Cairo, Egypt, Seminar Curriculum

Abstract

The Design Studio from Spring 1992, led by François Vigier and Mona Serageldin, focused on urban regeneration in the Medieval sector of Cairo, Egypt.

Two reports used maps and photos to propose preservation solutions for buildings in the Darb Qirmiz area, the Darb al-Asfar area, and the northern Gamalia region of Medieval Cairo. Teaching scenarios included realistic issues as well as illustrative examples. Students modeled these detailed surveys of Cairo’s historic districts in a collaborative report based on their study. This topic was repeated for Design Studios from 1998, 1999, and 2000, hosted by the Unit for Housing and Urbanization at Harvard University’s Graduate School of Design.

Documents from 1992 include a full Report on “Cairo and the Medieval City” prepared by Vigier and Serageldin, followed by a student paper on “Medieval Cairo” by Eurico Francisco and Georg Schrom. Also included is a contextual overview titled “Urban Context: The Greater Cairo Region.”

“Review of Ongoing USAID Shelter Sector Activities in Morocco,” Report for USAID/Morocco Office of Housing and Urban Programs, 1992-1998

Abstract

In 1992, the Unit for Housing and Urbanization (the Unit) at Harvard University’s Graduate School of Design contributed to a USAID/Morocco urban planning report, “Review of Ongoing USAID Shelter Sector Activities in Morocco,” to address challenges of rapid urbanization. These materials present a rich regional profile of public housing and land use in Morocco circa 1991-1992.

The Unit’s contributions from June 1992 presented an economic analysis with financial metrics on urban shelter programs, measuring the impact of two Moroccan agencies: the ANHI Low Income Housing Program and the Tetouan Urban Development Program. Research noted the increased demand for basic services in Morocco’s cities, like water supply and shelter, in connection to widespread unemployment and underemployment for the urban poor. Workshop elements outlined problems and objectives for future urban infrastructure programs, noting where public officials must make decisions to compromise the needs of urban communities with government economic priorities.

Documents include the final report (June 1992), with a summary by Mona Serageldin. Also included is a Phase I Report (January 1998) outlining a strategic planning workshop on supporting the long-term operation of ANHI’s programs, as well as an accompanying document containing documentation, references, and appendices.

ANHI is a state enterprise in charge of providing access to safe and sanitary housing for lower income families in Morocco. Its activities include the purchase of land, its subdivision and servicing to resettle squatters and to market affordable housing plots, as well as the upgrading of infrastructure in under-serviced and unserviced informal settlements. ANHI operates under the Ministry of Housing umbrella. It is headquartered in Rabat, Morocco and has nine regional offices throughout the country. Since its creation in 1984, ANHI has produced an average of 10,000 plots per year. ANHI’s land purchases and other investment cost are financed with beneficiary advances, foreign and local borrowing, and auto financing. It has benefited from US AID support through HG loans and grants, including the currently active HG loan of $100 million which allowed ANHI to increase production to 15,000 serviced plots in 1994 and 1995.”

ITP 1991: “Development Strategies for Urban Regeneration of Old Urban Fabric,” Case Studies and Seminar Curriculum, International Training Programs, 1991

Abstract

The 1991 International Training Program (ITP), hosted by the Unit for Housing and Urbanization (the Unit) at Harvard University’s Graduate School of Design, addressed strategies of re-manipulating old urban fabric, including plans to restructure central zones, recapture the development potential of strategically located parcels, and preserve valued urban and architectural heritage.

The tradition of ITPs continued after 2000, when the Center for Urban Development Studies (CUDS) (a re-organization of the Unit) continued training seminars as International Education Programs (IEP) from 2000-2004:

Programs included inter-linked modules, lectures, case studies, interactive computer simulation models, site visits to urban projects, discussion groups and networking with professional counterparts from international metropolitan regions. Sessions had a modular format and structured team teaching, taught by a team of senior faculty and guest lecturers. Programs ended with a synthesis presented through a project evaluation exercise. Participants used case projects to examine strategies from the viewpoint of both public and private partners — to assess the feasibility and potential impacts of policies and projects on the community and the city. Presentations by guest speakers, representing U.S. and international agencies, NGOs, and community groups, were also integrated within the pedagogic framework of each module.

“The Abidjan Experience”- Four Research Reports on Community-Based Urban Development in Adjamé, Abidjan, Côte d’Ivoire, 1990-1995

Abstract

Between 1990 and 1995, the Unit for Housing and Urbanization (later the Center for Urban Development Studies, or CUDS) at Harvard University’s Graduate School of Design prepared four research reports on the commune district of Adjamé in Abidjan, Côte d’Ivoire (Ivory Coast). As a collection, these materials present a detailed analysis of urban housing trends in Côte d’Ivoire from the 1990s, covering economic, historical, architectural, financial and socio-geographical elements.

First, in September 1990, the Unit produced a major research endeavor, “Urban Infrastructure on Municipal Revenues and the Integration of Informal Sector Activities: The Abidjan Experience.” The report was produced for the USAID Office of Housing and Urban Programs in Washington D.C.

Second, in January 1994, Mona Serageldin and François Vigier wrote “Designing for Urban Growth, Abidjan Ivory Coast,” covering the socio-geography of Abidjan/Côte d’Ivoire in 5 detailed sections on National Context, Landscape, The Urban Landscape, Housing Typologies, and a detailed condition analysis of the Commune of Adjamé.

Third, in September 1994, the Unit presented “Community Based Development Lessons from Experience Across Cities” for a forum on “Enabling Sustainable Community Development” at the 2nd World Bank Conference. The presentation built on the Unit’s previous research on Adjamé among other cities, sponsored by the USAID’s Office of Environment and Urban Programs.

Fourth, in October 1995, Mona Serageldin and CUDS wrote a Working Paper, “Successful Institutionalization of Community Based Development of Adjamé, Abidjan.” The paper built off all previous research on Abidjan, covering six international case studies from Abidjan, Boston, Cairo, Lima, Lublin, and Tunis, selected because of their innovative character.

“The ESD Conference, just completed yesterday, saw a remarkable unnamity on two points of relevance, to a discussion of cross-cutting lessons.

First, that community involvement is paramount for any meaningful action to reduce poverty and improve the urban environment; and Second, that there is no single formula to do it. The diversity of cities and their local context entail that concepts be adapted to the particularities of the local context.

Yet, there is a lot to be learned from the sharing of experiences. In spite of the diversity, there are common threads. The issue of empowerment was eloquently discussed this morning. Urban and Housing Conditions
“Rapid urbanization has generated a large demand for housing and add to intensive unregulated construction activity. As a result, housing stock has increased at an annual average rate of 4 percent, and conditions improved somewhat during the 80’s. However, throughout the decade, the demand for housing and urban services has outpaced the public sector’s ability to keep up with urban growth. Almost half of all dwellings built since 1975 have bypassed urban development regulations and were instead undertaken by the informal sector in areas lacking adequate utilities and relying on low-cost construction methods. To alleviate this problem, the supply of suitably located serviced land at prices affordable to the poorest segments of the population must be expanded.”

The Hafsia Revitalization Project
The objective of the project sponsored by the World Bank is to revitalize and renovate the area, and demonstrate the feasibility of upgrading medinas without dividing populations and by involving the private sector in the development process. The specific objectives are:

1. To revitalize the economic base with a look to the future while promoting employment opportunities for its present residents.

2. To upgrade the urban environment with minimum disruption of social cohesion and community life.

3. To structure a replicable self-financing, revitalization process given the lack of public resources. In other words, components of the proposal whose capital cost are not likely to be fully recovered (eg., housing for poorer households, infrastructure improvements, new community facilities) will have to be cross-subsidized by other revenue producing components.

4. To reverse development trends destructive to the character of the medina.”

“Sustainable Improvement Strategies for Lower Income Urban Communities,” Upgrading Policy Plans for Amman and Aqaba (Jordan), Cairo (Egypt), and Karachi (Pakistan), 1990

Abstract

In 1990, the Unit for Housing and Urbanization undertook a project, “Sustainable Improvement Strategies for Lower Income Urban Communities,” focusing on upgrading strategies for low-income neighborhoods in Amman and Aqaba (Jordan), Cairo (Egypt), and Karachi (Pakistan).

The project was in collaboration with the Housing and Urban Development Corporation (HUDC) in Jordan and the Department of Community Health at the Aga Khan University in Karachi. Co-funded by the Ford Foundation and UNICEF, the study assessed projects in Jordan and Egypt that demonstrated successful approaches to improving environmental quality in urban neighborhoods.

The assessments focused on determining the potential for empowering lower income households to improve their economic conditions and living environments through the provision of appropriate infrastructure services. In Karachi, the Unit funded a survey of low-income communities (see “Issues Checklist”).

Documents include an overall summary of the study components and a working paper on “Sustainability of Public Spaces,” prepared by Howard Trett for the Unit in December 1990, as well as component reports by region. Supporting documents are an outline of the research agenda, a quality of life “Issues Checklist for the Reassessment of Common Spaces,” and a background report on HUDC Municipal and NGO Support Options for urban development assistance to the studied regions.

PROBLEM DEFINITION
“The World Health Organization estimates that 5 million deaths and 2 to 3 million cases of permanent disability are caused yearly by contaminated water, poor sanitation, air pollution and overcrowding. The cumulative impact of these conditions is the most severe for children in low income urban neighborhoods. It is estimated that a child born in a squatter settlement is 40—to-50 times more likely to die before the age of five than a child in an industrialized country. According to the UN, efforts to alleviate these conditions through conventional upgrading and sites-and-services projects, has reached only ten percent of the urban poor. This investment has been concentrated in 150 projects which sought to achieve replicability through lower standards and higher levels of cost recovery.”

“These projects, which necessitate central government subsidies in one form or another, are increasingly becoming unaffordable to nations burdened by heavy foreign debts at a time when decentralization policies are shifting the responsibility of providing services to local governments.”

“Second Urban Project,” Urban Development Study Proposals for Conakry, Guinea, 1990

Abstract

In May 1990, the Unit for Housing and Urbanization (the Unit) at Harvard University’s Graduate School of Design proposed an urban development study, “Strategies for Sustainable Improvements Through Community Participation,” as part of the “Second Urban Project” for Conakry, Guinea. The Unit’s proposal reflected the need in Guinea for an action program designed to better local neighborhood conditions in 1990. Suggested plans aimed to boost community participation and improve urban health through local planning guidelines, developing strategies for progressive improvements at the neighborhood level and providing analytical tools to support long-term development.

Documents include an annotated final report for “Guinea’s Second Urban Project,” study proposals by the Unit, notes by John Driscoll, and population distribution map.

The Housing and Land Development Component will include the implementation of a first 200-ha land development operation, in Conakry, following the financing and institutional proposals of the recently completed housing policy study (see para. 1.32). That study identified procedures and mechanisms to implement the Government’s strategy to increase formally recognized housing production through subdivision and development of urban land, to rationalize unregulated urban growth through the creation of a regulatory framework for urban planning and land market operations, and to maximize the number of households with access to security of tenure, housing and urban services.

The implementation of this policy is based on replicable land development operations relying on procedures which will limit public sector involvement to construction of secondary infrastructure, whose costs will be fully recovered, and will encourage a variety of public, semipublic and private developers to undertake subdivision and tertiary works within the blocks delimited by the secondary infrastructure network.”

“Financing Infrastructure Upgrading Programs,” Two Urban Development Research Papers, Mona Serageldin, 1989-1991

Abstract

In 1989 and 1991, Mona Serageldin authored two related papers on financing urban development for the Unit for Housing and Urbanization at Harvard University’s Graduate School of Design: “Financing Upgrading Programs” and “Financing Infrastructure Upgrading Programs.”

The papers assessed the exchange components of local and foreign currency as cost factors in urban development upgrading projects, using municipalities in Jordan and Tunisia as examples. Serageldin focused on three main needs to establish effectively-financed upgrading programs:

  1. Construction of new infrastructure networks,
  2. Building and improvement of community facilities like schools and health centers, and
  3. Creation of homeowner credit mechanisms to improve residential properties.

The debt situation in developing countries implies a widening gap between urgent needs and potential resources. Demographic pressure and the economic crisis have concentrated efforts on economic development and employment generation rather than social infrastructure.”

“Geographic Information Systems: The Spatial Dimension of Urban Information Management,” Early GIS Research Paper by François Vigier, Jonathan Corson-Rikert, and Joy Hecht, 1989

Abstract

The paper “Geographic Information Systems: The Spatial Dimension of Urban Information Management” was written in July 1989 by François Vigier, Jonathan Corson-Rikert, and Joy Hecht under the Unit for Housing and Urbanization at Harvard University’s Graduate School of Design.

The report reviews the emerging field of Geographic Information Systems (GIS) in 1989, and summarizes its administrative and technical applications. It discusses the use of information systems in urban management, the development of computer mapping and geographic information systems, the management of streets and utilities, and potential system expansions for the technology.

A history of using GIS systems in urban development is related to I2UD’s latest focus on Artificial Intelligence (AI) geographic imaging systems. Early concepts from 1989 can be compared to—or demonstrate the origins of—modern GIS mapping technologies.

“The evolution of computer technology over the past ten years offers new opportunities in this field to Third World cities. Software that integrates management systems with geographic data offers municipal officials new ways to approach technical problems, by addressing directly the spatial dimensions of the issues.

Conventional tools allow the development of quantitative estimates of future trends; only the ability to visualize their probable impacts in space allows a realistic conceptualization of growth or of changes in the quality of urban life. Planning strategies that are responsive to the pressures of rapid growth, effective in the management of the physical plant, and sensitive to the need to allocate scarce public resources depend on the merging of analytical techniques and spatial decisions.”

“Environmental Health Factors in Housing,” Design Study for the Rapid Urbanization of Low-Income Settlements in Urban-Fringe Districts, 1989

Abstract

“Environmental Health Factors in Housing” was a study from 1989 by the Unit for Housing and Urbanization (the Unit) at Harvard University’s Graduate School of Design that addressed the link between rapid urbanization and rapid densification of low-income housing settlements in economically struggling cities.

The report addressed the environmental hazards, poverty, disease, and housing conditions emerging in areas around housing developments that had been built recently but lacked adequate infrastructure for socio-economic longevity and community health. The Unit presented its aim to form a model for affordable, practical design criteria, attuned to both economic and social factors for urban-fringe districts.

Documents include working reports from April, July, and August 1989, a study summary, and a research strategy and methodological guidelines document by Rafique H. Keshavjee and Orville Solon from December 1989.

“Most urban settlements in lower-income countries, whether they are new settlements built by the government, established informal communities or new squatter areas, are subject to tremendous pressures of population growth and economic and physical change. The greater the pressure for development, the more rapid the transformations brought about by this maturation process. This continuous growth and change can rapidly transform their original physical forms beyond recognition and alter the community’s social and economic functions. The process is further intensified when governments introduce improvements such as water, sewerage, basic services and housing. For example, carefully planned housing projects designed according to standards which assume a segregation of commercial and residential activities will find that, overtime, these activities will occur simultaneously in the same area.

The need of low-income families to generate additional income and living space results in the construction of new rooms and apartments which were often not anticipated in the original design of the site or its infrastructure. In such cities as Karachi, Dhakka and Cairo, where housing shortages are high, additions to structures can reach over six stories in less than five years, raising densities from under 400 to over 1,000 persons per hectare. The most dynamic aspect of transformation within a community affects housing, small scale commercial establishments and the disappearance or overuse of communal open
spaces.”

It will focus on aspects of housing and community design which have received little attention in the past. The definition of this linkage and the development of appropriate environmental design criteria, will allow decision makers to choose physical improvements that will maintain their positive impacts as a community matures.

Design Studio 1989: “Rabat’s Urban Fringe,” Urbanization Analysis of Rabat, Morocco – Seminar Curriculum

Abstract

The Design Studio from 1989, “Rabat’s Urban Fringe,” presented the urban evolution of Rabat, Morocco from 1987 through the early 1990s. Hosted by the Aga Khan Program for Islamic Architecture at Harvard University and the Massachusetts Institute of Technology, the seminar covered Rabat’s urban development experience as a case study for Seminar attendees. Professors Francois Vigier and Mona Serageldin led the sessions, research, and discussions.

Seminar materials focused on analyzing methods to accelerate the release of land for urban development in Rabat, and to discourage imbalanced city growth patterns. The studio covered the application of standards that balance climate requirements, socio-cultural needs, and affordability, the creation of cost-efficient designs to support the economic life of projects, and the use of politically-feasible mechanisms to improve cost recovery and affordability. This topic was repeated in Urban Design Studio curricula from 1989 to 1993.

Urban Housing in Rabat, Morocco,” An Overview:

“Urban areas of Third World countries are growing rapidly as a result of a high rate of natural increase of the population and of migration from rural areas. In older areas, usually highly accessible to a broad range of job opportunities, continued population pressures is causing a densification of the housing stock which is deteriorating rapidly from lack of maintenance and subdivision into smaller units. Their infrastructure systems are utilized well beyond their design capacity, creating an increasingly unsanitary environment and threatening the structural soundness of buildings. More recently, governments have had to cope with a dynamic private sector whose activities have proved difficult to control.”

“At present [ca. 1989], the urban fringe is developing rapidly as squatter and informal settlements, ranging in quality from little more than shacks to sound housing for moderate income households striving to improve their standard of living, are built illegally. Currently accounting for sixty to eighty percent of housing starts, these fringe developments present an unprecedented challenge to planners and public officials concerned with preventing urban sprawl and maintaining control over the dynamics of growth in order to provide efficiently the necessary infrastructure and services.”

Planning and Design Issues. High rates of urban growth necessitate forceful public interventions to direct the development of the urban fringe and improve the functional efficiency of older districts. Located in both older areas and on the urban fringe, large-scale projects are being undertaken to upgrade the infrastructure, extend the capacity of transportation systems, provide public amenities, and build mixed-use developments.”

“Yet, the prevalence of poverty has overtaxed the ability of governments to provide adequate public services or enforce even minimum sanitary standards of housing for the majority of urban households. Government housing policies have sought to reconcile three potentially conflicting objectives:

— “A commitment to improve the standard of life of a population largely unable to afford safe and sanitary housing on the open market.”

— “The desire to utilize planning and design standards reflecting international norms as the means to provide an acceptable level of amenities in both older areas and the developing urban fringe.”

— “The necessity to keep public subsidies at a manageable level in the face of the rising demand generated by the rapid growth of the urban population.”

“Computerized Urban Management Methods: PROJECT, AFFORD and PALMS,” Early GIS Computer Software Documentation for Urban Management, 1987-1993

Abstract

Starting in 1987, team members at the Unit for Housing and Urbanization at Harvard University’s Graduate School of Design developed a pilot suite of three computer software programs for urban management: PROJECT, AFFORD, and PALMS (Parcel-Based Land Management System). These programs were data simulation models designed to assist international public officials in assessing physical factors and financial resources for housing development and land planning.

Documents below include an AFFORD user manual, a PROJECT user manual and description, and a PALMS progress report, with maps and slides. Supporting documents include three student reports from the 1988 Design Studio, addressing the use of computerized systems: “Information Systems in the Developing World,” “Feasibility of Housing Surveys,” and “Long Term Human Activities and Ecosystem Responses.”



— 1989 — Mona Serageldin created “AFFORD,” a computer simulation model designed for public planning agencies, for making data assessments on physical standards and financing terms for the production and delivery of housing for limited income groups.

— 1987-1988 — François Vigier created “PROJECT,”
a computer simulation model for programming and phasing large-scale public projects (housing developments, roadways or service corridors, regional rehabilitation). The model allowed the user to easily explore data interactions — among physical, economic and financial variables — to determine the feasibility of projects.

— 1991 — Jonathan Corson-Rikert created “PALMS” (Parcel-Based Land Management System)
as a geographic information system database — and an applications library consisting of commonly encountered urban management decisions for planners.

This analytical model assessed the economic impact of urban land development projects in terms of four key indicators: employment generation, leverage ratio, NPV, and IRR, with a sensitivity analysis.

Mona Serageldin authored the research paper “The Development and Morphology of Informal Housing” in 1988 under the Unit for Housing and Urbanization at Harvard University’s Graduate School of Design, published as part of the proceedings for the Aga Khan Award for Architecture seminar, Architecture of Housing, held in Zanzibar, Tanzania in October 1988.

The paper relates the history of housing development processes from the 1950s through the 1980s in the Middle East, North Africa, and East Africa regions, in cities including Tunis, Tunisia; Damascus, Syria; Cairo, Egypt; Zanzibar, Tanzania; and Sana’a, Yemen. It compares the makeup of circumstances and populations, and describes housing units in each location, covering design and construction, with requirements for designing suitable housing units.

“The involvement of architects and planners with housing for lower income groups began in the 50’s and 60’s when national governments in the post colonial era embarked on slum eradication programs. Slum dwellers were to be rehoused in public housing estates. To the designers of these first projects, the overriding concern was decent shelter and sanitary conditions and not affordability. That their vision was influenced by prevailing international norms was the natural outcome of their professional training. Their failure to foresee the implications of demographic and economic trends over the next 2 decades invalidated their approach. Their efforts were overwhelmed by population growth, surplus labor, and an influx of rural migrants which could not be checked.

“Throughout the 60’s housing shortages increased and slums proliferated. Frustrated authorities turned to legislative controls, a politically expedient short-term remedy. The longer term impacts were devastating. Stringent controls accelerated the deterioration of the regulated stock, distorted private production, undermined the tax base, hampered residential mobility and warped occupancy patterns.

“The low cost shelter solutions advocated in the 60’s and 70’s produced a variety of expandable core housing prototypes to meet the needs of the urban poor. They were valid models in parts of Africa and Asia where the process happened to coincide with local practices as in Khartoum and Dakar. Elsewhere, the lack of enthusiasm among housing authorities for these approaches stemmed from an accurate perception of their unsuitability as a housing solution for the middle classes, the only client group of political consequence. Leverage and funding from international agencies launched projects in many countries which otherwise might have never experimented with minimal shelter programs. The improvements provided were on a scale too small to be meaningful in relation to the magnitude of the problem or noticeable in the midst of sprawling chaotic cities. By the mid 70’s their demonstration effect had lost its significance.”

“The shock waves in world economics and the resultant movements of labor and capital transformed the character of urban growth throughout the third world. By 1981, 15 million expatriate workers funneled between 25 and 35 billion dollars of foreign exchange back to their home countries. As the bulk of these remittances found their way into real estate, the urbanized area of cities doubled or tripled in extent shaped by uncontrolled housing construction on an unprecedented scale. Functionally defective and aesthetically chaotic environments became the dominant feature of cities, those annual rate of expansion of 4% to 7% outstripped the capacities of municipalities to provide urban services. As a result, their efficiency was impaired and there has been a sharp deterioration in the quality of life.”

Beginning in 1982, the Unit for Housing and Urbanization at Harvard University’s Graduate School of Design hosted International Training Programs (ITP), an annual series of 2- to 4-week summer seminars designed to strengthen the decision-making skills of senior professionals in public and private agencies responsible for urban development.

The tradition of ITPs continued after 2000, when the Center for Urban Development Studies (CUDS) (a re-organization of the Unit) continued training seminars as International Education Programs (IEP) from 2000-2004:

Programs included inter-linked modules, lectures, case studies, interactive computer simulation models, site visits to urban projects, discussion groups and networking with professional counterparts from international metropolitan regions. Sessions had a modular format and structured team teaching, taught by a team of senior faculty and guest lecturers. Programs ended with a synthesis presented through a project evaluation exercise. Participants used case projects to examine strategies from the viewpoint of both public and private partners — to assess the feasibility and potential impacts of policies and projects on the community and the city. Presentations by guest speakers, representing U.S. and international agencies, NGOs, and community groups, were also integrated within the pedagogic framework of each module.

Design Studio 1988: “Urban Infrastructure Planning and Programing in Developing Countries,” Chapters 1-7, Seminar Curriculum

Abstract

The Design Studio from Spring 1988, “Urban Infrastructure: Planning and Programming in Developing Countries” was developed by Mona Serageldin, with students and scholars from the Aga Khan Unit for Housing and Urbanization at Harvard University’s Graduate School of Design.

The 1988 Design Studio outlined problems and urban infrastructure programs, illustrated by maps, demographics, and case study reports. Curriculum materials give particular attention to support for the urban poor, with case studies on Indonesia, Bahrain, and Zhejiang Province in China. Seven chapters address infrastructure issues in light of rapid urbanization, including unemployment and underemployment in urbanizing countries, and an increased demand for basic needs like water supply and shelter.

A final Design Studio student report on Bahrain, features 99 pages of rich spatial, social, commercial, and architectural overview of historic Muharraq, Bahrain’s third largest city. Section 5.0 features a paper condensed from Arabic, by Tareq Wali, “Traditional Urban Fabric and Architecture,” including a substantial list of tables, maps, and references. Additional sections cover the historical evolution of the district:

“Virtually without exception in the cities and towns of the developing world, the ability to plan, finance and implement urban development programs and infrastructure programs in particular, is in a state of crisis. Severe deficiencies exist and are growing in nearly all sub-sectors. Explosive population growth, partly through immigration from rural areas and in the cases of the largest cities, natural growth, have placed pressures on city authorities for increased services. For instance, the population of the urban areas in developing countries is likely to grow by 1 billion over the next two decades. Simultaneously with growth to date, the state of existing services has universally deteriorated.”

“At the same time the governments in these countries are trying valiantly to cope with what are prime concerns; large and growing unemployment and under employment, and raised expectations by their peoples of access to minimum basic needs in water supply, shelter, etc. These pressures though countrywide, are visibly focused in the urban areas, and thus influence political, administrative, financial, and economic decisions, not always in a coherent or rational manner.”

“Urbanization involves costs to the public sector which amount to large shares of total public spending. Dense human settlement requires levels of servicing – for health reasons, if no other – which are not as essential elsewhere. Rising incomes increase demands for water, electricity, road space, telephones are similar public services. Expectations for urban amenities and appearances are high, and the costs of providing them are also high. Growth of the larger cities often involves diseconomies of scale – longer pumping distances for water and traveling distances for commuters, for example. In some of the largest metropolitan areas, geographical shape and terrain accentuate the costs of growth: Bangkok, Bombay and Mexico City come to mind. Soaring land prices add to the costs of private and public sector development.”

Throughout the 80’s, intractable budget deficits and increasing debt burdens have led to the curtailment of funding for urban infrastructure in all but one of the OECD countries. In developing nations weak urban institutions inherited from colonial times almost collapsed in the face of mounting needs and dwindling resources. The dynamic private sector could neither muster the capital nor the organizational capabilities needed to operate on the scale required for infrastructure development. Throughout the 70’s and BO’S informal developers maximized profits by externalizing the environmental cost of unplanned urbanization; a cost that the public sector is now forced to absorb. Municipalities struggling to simultaneously service building plots and retrofit uncontrolled settlements have been stretching distribution networks without improved trunk capacity. In many cities, overload well in excess of design capacity risks to collapse whole sectors of the system.”

“According to World Bank studies, 34% of the urban population lives (ca. 1987) in cramped conditions with four or more persons per room in contrast to the national average of 2.6 persons per room. Development standards prescribing a minimum plot size of 250 to 300 sq. meters with high land prices have made it difficult for the moderate income households to obtain serviced land. Rent control has also distorted the housing market and led to the typical situation of substantial key money requirements, a condition which severely affects new families altering the housing market. Urban population growth, estimated at 5%, coupled with the lack of affordable legal alternatives resulted in the growth of informal settlements on the urban periphery. Ninety percent of housing construction is done by the private sector. Public sector construction is distributed between the UDD, the government owned Jordan Housing Cooperation and smaller housing programs.

“In 1980, UDPl represented a major change in government policies regarding the provision of low-income housing and basic services for the urban poor. New development standards made housing more affordable for lower-income groups. “The objective of this year’s studio… is to explore solutions that are responsive to the life styles of the future inhabitants of a satellite development in Bahrain, off Muharraq Island, and integrate the modern technology required to create a large-scale project with the cultural traditions of Bahrain and the Gulf area. The policy initiated several years ago to undertake land fills on the coral reefs girding the islands that make up Bahrain offers a rare opportunity to “create” the site as an integral part of the design of the new town. The land fill’s location near the historic town of Muharraq allows the taking into account of the functional, economic, and social interrelationships between the new town and its older neighbor.”

“Arad New Town is to be built on a land-fill (whose geometry has yet to be defined) to be located on a 3.7 square kilometer coral reef and tidal flat extending from the bridge linking old Muharraq and Arad to the village of Halat an Naim
[…] A bridge will be constructed between the site and old Muharraq over the channel that will have to be created to maintain the viability of the ecologically sensitive Dawhat al Muharraq marsh. The new town offers a unique opportunity to simultaneously address ecological, design and implementation issues.”

“Upgrading and Conservation of the Walled City of Lahore,” Regional Report on the Preservation of Historic Lahore, Pakistan, 1988

Abstract

The project “Upgrading and Conservation of the Walled City of Lahore” was implemented in 1987 by Rafique H. Keshavjee, Mona Serageldin, and François Vigier, under the Unit for Housing and Urbanization (the Unit) at Harvard University’s Graduate School of Design, to address the urban circumstances surrounding the historic Walled City in Lahore, Pakistan.

The report was part of a larger project undertaken from 1978 through 1980, “Lahore Urban Development and Traffic Study” (LUDTS). This study defined issues of urban economics, housing dilapidation, infrastructure development, urban management, and finance, with the aim of developing comprehensive strategies to implement improvements for Lahore, specifically for the Walled City area.

This study format—a robust detailed review and strategic presentation for improvements in historic and low-income urban spaces—was replicated throughout later work under the Unit, CUDS, and I2UD. Documents include a Primary Information paper, Background paper, Preliminary report, Interim report, Progress report and a Project Summary paper.

“The Walled City of Lahore, one square mile (2.5 sq. km) in area, is the oldest and most densely populated quarter of the provincial capital of the Punjab. It acquired some of the greatest monuments of Indian Muslim architecture. The palace-fort complex, the vast badshai mosque, as well as the superbly decorated Wazir Khan mosque, with its attached madrasah, bindery stalls and hammam are among the symbols of the heritage of Pakistan. The domestic architecture is also of value, and numerous dwellings, often with rich hierarchies of space, ranging from large homes to palaces of city notables, especially from the Sikh period, dot much of the area….Numerous shrines, mainly tombs of Muslim saints and sages, within and just outside the walls, entire some venerated regularly, some periodically by thousands of Muslims each year, usually in large processions. In short — with its proud history, varied urban texture, 20 protected national monuments, numerous shrines and other estimated 4,000 buildings of cultural value, the Walled City is one of the richest repositories of the nation’s cultural heritage.”

“The Walled City is an integral and vital component of the metropolitan complex. It provides shelter and employment to more than 8% [circa 1988] of Lahore’s population, and contributes about 8% of the revenues collected through property tax, and about 13% of the octroi (trade tax) revenues….”

“…Yet Lahore has one of the highest densities in the world and represents a major concentration of urban poor in the city as a whole. Population densities are the highest in Lahore, ranging around 1,100 persons per hectare…The man-made mound of the old city provides an unstable base for foundations. This, coupled with a falling water-table, frequent seepage from water mains and age, has weakened many of the buildings structurally and even to the point of danger [of collapse]…Of the 22,500 premises, more than one eighth lie vacant where houses have collapsed and not been rebuilt, and more than every twelve is structurally dangerous. Less than 18% of the buildings have been constructed since partition (1947).”

“As a result about one third of the population now live in dilapidated buildings and most dwellings are overcrowded, with nearly seven persons per household….The structures, mainly of burnt brick walls and timber floors and balconies, are densely packed into tiny plots of 42 to 62 sq. m each, rising often 3 or 4 stories. More than half the premises are occupied by single households, about a quarters contain two households each, while the remainder house three or more.”

Recent Trends – Upgrading and Affordability: Owing to the constraints of cost and logistics, increasing attention has been given to in-situ slum upgrading. A prime component of this approach is legalization (through leases) and upgrading of squatter settlements. The Government has also begun to consider the need to reduce land development standards. This is critical to increasing the affordable housing stock, as well as to encouraging conformity of the “informal” building sector with new standards.”

Abstract

The 1984 Design Studio, “The Revitalization of a Traditional Urban Quarter” for Darb al Ahmar, Cairo, addressed the unique dynamics of the historical district of Medieval Darb al Ahmar district in Cairo, Egypt. The Studio was held jointly by Unit for Housing and Urbanization at Harvard University’s Graduate School of Design and the MIT Laboratory of Architecture and Planning in Cambridge, Massachusetts.

Documents include an overview, syllabus, and background paper by Francois Vigier, with Mona Sergeldin. This initial research on the significant urban environment in Cairo, Egypt continued to evolve throughout the Unit, CUDS, and I2UD’s ongoing study of historical urban spaces.


[Excerpt: 1984 Design Studio: Darb Al Ahmar District Medieval Cairo (Overview) 1.0 – Overview, page 80]

“The Darb al Ahmar district is located in the south-eastern portion of the medieval city, between al Azhar University (founded in 972) and Salah ed Din’s Citadel, the seat of government from the 12th century to 1865. It is bounded to the east by remnants of the medieval wall and to the west by Port Said Street, a wide avenue built over the antique canal connecting Cairo to the Red Sea. Its 4.8 km area is equal to roughly one quarter of the medieval city; its 1980 population was estimated at 148,000 or 23% of the medieval city’s population.

The district’s importance lies in its location; for nine hundred years it was the link between the institutions and commercial areas concentrated in the Fatimid City and the seat of government in the citadel. Since the 19th century, its western edge has been the dividing line between the modern, Europeanized city along the Nile and the indigenous urban pattern. Although the rapid expansion of Cairo after World War 1 led to its partial marginalization, this trend has been arrested and there is every indication that intensive development pressures are now at work, threatening the physical and social fabric of the area.”

“The diversity of Darb al Ahmar’s population reflects its long history. In the center, around what has been the main commercial artery since medieval times, a stable resident population working in trade and services is swelled daily by a growing number of students and rural migrants, particularly day laborers. Along the eastern edge, the historically less reputable quarters at the urban periphery are now outflanked by informal settlements spreading into the cemetaries and onto the top of the Makkatam hills. To the west, the boundary created by Port Said Street is no longer the sharp divider between foreign and indigenous population that it was in the colonial era. It is part of the transitional zone between the traditional and modern urban fabrics, leading to the key transport node of Ataba and the government district of Abdine. “

“The northern half of the district, built as part of the Fatimid town, is bisected by the Qasabat, the main north-south street that runs from Bab al Fut’uh to Bab Zuweyla. Lined with shops serving the residential areas on either side of it, it is still today one of the major shopping streets in the medieval city. In the past, specialty shops were interspersed among the mosques, schools, baths, public fountains, and noble houses that lined the street. Bookstores and stationers were found near Al Azhar, inlaid copper articles were made and sold near the Ghuri mosque while, just off the main street, druggists were manufacturing herbal remedies. Just inside Bab Zuweyla, cooked-food vendors, a fruit market and sweetmeat sellers were to be found in the Suq es Sukkariya; musical instruments were also sold in a nearby market.”

The area outside Bah Zuweyla was first settled as a low density suburb, housing the spill-over population of the Fatimid city. It remained largely undeveloped until the beginning of the 12th century when a governmental edict mandated owners to develop their land or sell it to someone who would, under penalty of confiscation. The first public building built outside the wall, the al Saleh Tala’i mosque, opposite Bab Zuweyla, was completed in 1160. Development occurred along the wall, towards the Nile, and southward, along the two old roads to the old settlement of Fustat, which had continued to strive as a popular district after the official precinct had been moved north to al Qahira. By the end of the 12th century, development trends had been reinforced by the construction of a new fortified wall by Salah ed-Din, which increased the area of the city eight-fold, and by his moving the seat of government from the Fatimid city to a newly built citadel. Densities increased rapidly as commerces and craftsmen thrived along this strategic link between Cairo’s densest districts and the Citadel as two of Darb al Ahmar’s main streets the Tabbana and al Khyamiya provided the shortest route between Bab Zuweyla and Bab el Wazir, the city’s new southernmost gate at the foot of the Citadel. The areas behind these streets were progressively subdivided for residences, ranging in quality from palaces to tenements.”

Beginning in 1982, the Unit for Housing and Urbanization at Harvard University’s Graduate School of Design hosted International Training Programs (ITP), an annual series of 2- to 4-week summer seminars designed to strengthen the decision-making skills of senior professionals in public and private agencies responsible for urban development.

The tradition of ITPs continued after 2000, when the Center for Urban Development Studies (CUDS) (a re-organization of the Unit) continued training seminars as International Education Programs (IEP) from 2000-2004:

Programs included inter-linked modules, lectures, case studies, interactive computer simulation models, site visits to urban projects, discussion groups and networking with professional counterparts from international metropolitan regions. Sessions had a modular format and structured team teaching, taught by a team of senior faculty and guest lecturers. Programs ended with a synthesis presented through a project evaluation exercise. Participants used case projects to examine strategies from the viewpoint of both public and private partners — to assess the feasibility and potential impacts of policies and projects on the community and the city. Presentations by guest speakers, representing U.S. and international agencies, NGOs, and community groups, were also integrated within the pedagogic framework of each module.

Design Studio 1981: “Housing Design in Islamic Cultures” in Algeria, Bangladesh, Egypt, Iraq, Pakistan, Saudi Arabia and Indonesia, Seminar Curriculum

Abstract

The 1981 Design Studio, “Housing Design in Islamic Cultures,” was held jointly by the Unit for Housing and Urbanization at the Harvard University’s Graduate School of Design and the MIT Laboratory of Architecture and Planning in August 1981.
